ACTIVITY GUIDELINES FAQ
APPROVED RULE WAIVERS:
League Presidents Must Notify the WIAA Office if a Waiver is Utilized.
WIAA Rule 22.3.0 Postseason roster substitutions:

WIAA handbook rule 22.3.0 will be waived, and postseason substitutions may be made on a team's roster.  The maximum number of participants cannot be exceeded, but changes may be made.
NFHS Basketball Rule 5-5-1

HS JV basketball teams allowed to play 10 minute quarters when only playing half a game/2 quarters. If JV basketball team plays a full game/4 quarters then they will only be allowed to play 8 minute quarters.
Wrestling Rules Consideration - Weigh-ins (NFHS Rule 4-5-1)

APPROVED WAIVER
For the 2021-22 school year, weigh-ins for weekday matches only, may be completed at a schools' home site the day of the match prior to traveling to the match site. The weigh-in must be conducted by a school administrator, nurse or athletic trainer, coaches are not allowed to conduct the weigh-ins. The official weigh-in sheet is to be signed by the person conducting the weigh-ins and then turned in to the official at the match site prior to skin checks. This waiver may not be used for tournaments or postseason events.
WIAA Rule 17.30.0 - Refusal to Play

APPROVED WAIVER
For the 2021-22 school year, any contest that is not completed due to situations that could be deemed hazardous to participants or spectators when related to Covid-19 mandates, may result in a no contest unless leagues determine otherwise. Any time a contest is determined to be hazardous related to Covid-19 mandates, schools will not be required to submit a violation report unless directed by their league. The school that deemed the contest hazardous must notify the WIAA office.
Football Rules Considerations - Team Box (NFHS Rule 1-2-3g)

APPROVED WAIVER
The team box may be extended, if needed, on both sides of the field to the 10-yard lines (for players only) in order for more physical distancing space for the teams. Maintain physical distancing of 3 feet at all times while in the team box.
WIAA Rule 35.5.4 - 5th Quarter in Football

APPROVED WAIVER
FIFTH (5th) QUARTER - A fifth (5th) quarter may be played by 1B varsity football squads that do not have a sub-varsity football squad following the varsity contest. The fifth (5th) quarter is for players who were not starters and played in three (3) quarters or less of the regular contest.
WIAA Rule 17.12.10 - Interruption of Pre-contest Practices

APPROVED WAIVER - SCHOOLS MUST APPLY
Schools can apply for the waiver which would allow teams and individuals affected by the quarantine process to not deduct practices for consecutive days missed. The student(s) would stay at their current practice count, and upon their return from quarantine, continue toward meeting the minimum requirement. For example: a student completed six (6) days of practice, then goes into a 10-day quarantine process, upon their return they will still have six (6) days and can continue to work toward the minimum practice requirement for that sport.

The waiver will not reduce the number of minimum practices required before becoming eligible to compete in competitions.
WIAA Rule 18.7.0 - Scholarship

APPROVED WAIVER - SCHOOLS MUST APPLY
The WIAA is offering school districts the opportunity to apply for a waiver to allow students who have received incompletes or no credits during the spring 2020-21 semester to remain eligible for the first five weeks of the 2021-22 school year. This waiver would be available one time only during the fall athletics season. School districts will need to provide the WIAA with a detailed plan addressing the following five items in order to be granted the waiver.

  • What actions were taken in the 2020-21 school year to address incompletes.
  • Number of students affected by incompletes and WIAA policy 18.7.0 this fall season.
  • Detailed plan for how incompletes are being treated this fall by the district and what avenues students will have to make them up.
  • Established timelines of when the work would need to be completed.
  • Detailed plan if the student does not make up the incomplete by established timelines.
 
NFHS Basketball Rule 5-5-1 & 3

APPROVED WAIVER - SCHOOLS MUST APPLY
  • Boys and Girls Sub-Varsity Basketball Contests (High School and Middle Level)
  • Play two 20 min running clock halves with stopped clock in the last two minutes of each half
